Tracking UE Location While Idle

When a UE is in ECM-IDLE state with no active data transfer, the network still needs to know its approximate location so it can deliver paging messages for incoming calls or data. LTE groups cells into Tracking Areas, each identified by a Tracking Area Code. The MME assigns each UE a TA list during attach, and the UE only performs a Tracking Area Update when it detects a new cell that belongs to a TA not included in its current list. This design balances the need for location accuracy against signaling overhead.
